In a public post on Facebook, a former ombudsman of Nagorno-Karabakh (Artsakh), Ruben Melikyan, shared his concerns over the proposed ealy retirement scheme for for Constitutional Court members, criticizing the measure as an attempt to legitimize bribery through ″unconstitutional intervention in the law″.

Melikyan, now the president of the Legal Path NGO, regrets that a similar evaluation, expressed by the Council of Europe's Venice Commission experts, was not duly considered by the authorities to cause them to revise their positions.

Describing the bill as an ″unethical proposal at the expense of Armenian  taxpayers″, Melikyan warns of an attempted obstruction of justice in violation of Article 162 of the Constitution (particularly Section 2 thereof).
