Armenian MP critical of rating system proposed in electoral reforms

The electoral reform proposing an opinion poll on the rating of candidates implies the same mechanism as the single-seat majority voting, according to Edmon Marukyan, a member of Armenia’s National Assembly.


“[The principle] enshrined in the Constitution proposes a 100% proportional representation system, but the rating system implies actually the majority voting system, which is even worse than the model we presently have,” the lawmaker told our correspondent today, adding that he expects such a system to violate the equality principle for all candidates running for election. 


“The ruling regime will propose teams of different billionaires in all the 13 constituencies in an attempt to secure a maximum number of votes through them,” he said.


As for the electronic voter registers, Marukyan said he again find the rating system to be the major problem here. “Even if it rules out repeated voting and all the other problems, the implied majority voting is enough to enable the authorities to reproduce themselves,” he added.


As opposed to majority voting, which secured advantages to those candidates who polled the maximum number of votes in single-mandate constituencies, the rating system is an attempt to secure a maximum number of votes through people, the lawmaker added.
