Azerbaijan must be coerced into respecting peace over Karabakh – Armenian official

The side not respecting peace in the Nagorno-Karabakh conflict zone must be coerced into observing the recently agreed ceasefire, a deputy foreign minister of Armenia said today, stressing the need of implementing the agreements reached by the mediators’ efforts.


Commenting on the outcomes of the Vienna and St Petersburg presidential meetings, Shavarsh Kocharyan stressed the need of adopting a principled stance on the documents (which he said should have a higher value than the details therein contained).

 

Asked by Tert.am whether Azerbaijan eventually agreed to approve the OSCE budget to implement the deals, Kocharyan said the country is just procrastinating the process.

 

“Back in 2011, a document was signed to oblige the parties [to agree to the ceasefire monitoring] mechanisms. But the issue was later excluded from the agenda under the threat of veto. The OSCE budget can be approved only by consensus, so the issue was excluded under blackmail … This is the third time we are returning to this. We saw the same scenario back in 2005. They intentionally pursue this kind of policy to rule out the [investigation] mechanisms,” he added.

 

Kocharyan said he is under the impression that the Azerbaijani authorities are trying to spread disinformation behind the veil of the talks in an effort to reshape the peace process’ format and replenish their armed forces.
