New Armenian-Azerbaijani presidential talks signal unpredictable outcome – Russian expert

The new round of the Armenian-Azerbaijani presidential talks, which is to follow the meeting between the two countries’ foreign ministers, is highly unpredictable in terms of its agenda, says Alexander Karavaev, a Moscow State University researcher specializing in post-Soviet socio-political studies.


According to him, the conflicting parties aren’t likely to mitigate their approaches to facilitate a peace plan, especially in the light of the April 2016 four-day fighting. As for the mediators’ position, the expert said he thinks that they apparently prefer keep silence on Azerbaijan’s failure to abide by the subsequent arrangements.


“It is really hard to predict what agenda will be at the heart of the presidents’ meeting, as I don’t think any changes will occur in the sides’ approaches by that time to allow for new discussions or help develop a new agenda. I think that the sides have toughened their positions, especially after the April four-day war. Hence it isn’t absolutely to the point to consider concessions by Azerbaijan and Armenia or expect them to mitigate their stance to abandon their approaches,” he said.


Commenting on the Vienna arrangements, proposing a plan to expand the OSCE monitoring mission, Karavaev noted that the principles enshrined in the document were outlined also in earlier deals, including the Madrid Principles adopted back in 2007.


“I think that they do not simply want to touch upon this and other issues ahead of the meeting not to hamper the plans for possible talks,” he noted.


Asked whether the presidential talks are likely pave way to an active phase in the negotiations, the expert said, “That’s too relative as a matter of fact. I would consider it from another perspective, i.e. – whether there are any matching interests – politically or economically and whether both parties are really eager to open the borders to launch an economic cooperation.”
