Armenia’s new parliament to have 132 seats to secure opposition’s presence

The seventh National Assembly of Armenia will have 132 seats to secure a 30% representation for minority parties.


The minimum number of mandates is 101 under the amended Electoral Code. The former parliament, which dissolved in November (following Nikol Pashinyan's move to resign as Prime Minister), had 105 members, of whom four were representatives of ethnic minority groups.


Non-governing political forces will be given extra mandates to ensure the necessary quota for the opposition. Pashinyan’s My Step bloc received 884,849 votes (70.44%) in Sunday’s snap parliamentary election, the landslide success allowing it to be a dominant political force in the legislative.


The Electoral Code envisages the following procedure for the distribution of mandates: the number of votes (vs. percentage) garnered by the parties or alliances should be multiplied by 101 (the minimum number of seats) and divided by the sum total of the ballot papers cast in favor of the political forces elected to parliament.

The pro-Pashinhyan team will thus be given 84 mandates (884 849 *101/1,68,697). The same procedure will apply also to the Prosperous Armenia and Bright Armenia parties (which secured respectively 103,824 and 80,024 votes) to allow them to have 10 and 7 mandates, respectively.

 

The four mandates, envisaged for ethnic minority representatives, will add to the 88 mandates of My Step.

 

Under the proposed formula, sixteen mandates will add to Prosperous Armenia’s 10 mandates, and 11 more mandates will be given to bright Armenia to increase the number of the two parties' seats to 26 and 18.
