Mnatsakanyan: Karabakh’s direct engagement in peace talks 'fundamental issue, not precondition'
Armenia pursues its demand for Nagorno-Karabakh’s (Artsakh) direct engagement in the peace talks as a fundamental issue, not a precondition, Foreign Minister Zohrab Mnatsakanyan said today, commenting on the recent developments in the process.
“It is not a precondition; what we want is to continue this process in pursuance of a real solution,” he told reporters at the National Assembly.
Mnatsakanyan highlighted the country's status as an independent political unit with an elected government and an institutional system authorized to express its own people’s will. The minister noted that the system is also recognized in different documents adopted by the international community.
He further ruled out any step by the Armenian authorities towards leading the negotiations into a deadlock. “We remain committed to a peaceful settlement process, which is really very essential. So we will resolutely pursue that path,” he said, commenting upon Azerbaijani Foreign Minister Elmar Mammadyarov’s recent statement (condemning Armenia’s efforts towards reshaping the format as an attempt to bring the process to a halt).
Mnatsakanyan also highlighted the practical implications underlying the demand, emphasizing Nagorno-Karabakh’s decisive voice in the process. In his words, Armenia currently negotiates directly with Nagorno-Karabakh, the dialogue with Azerbaijan being restricted only to the OSCE Minsk Group format. “It will be very practical and effective in that respect to replenish the negotiation frameworks in such a way as to ensure the comprehensiveness in the entire process,” he added.
