Armenia’s position on Nagorno-Karabakh (Artsakh) has been clear from the outset, as the country initially declared that its approaches to the principles depend only on the negotiations and the future responses, a Yerevan-based political analyst said Friday, considering the process paralyzed amid the absence of any response or explanations.

Commenting on the current situation and latest developments in the peace talks, as well as the reports that the Madrid Principles “are no longer on the negotiating table”, Director of the Armenian Center for Strategic and National Studies (ACNIS) Manvel Sargsyan referred also to the 2016 Vienna arrangements proposing the deployment of ceasefire monitoring mechanisms along the Line of Contact. “Our responsibility was not clear at the time, but the proposal was the first ever in terms of raising the issue of responsibility for [ceasefire] breaches along the Line of Contact. That’s very essential. The Minsk Group isn’t prepared, whereas the problem appears to be very complicated for Azerbaijan, which actually lacks the capacity of understanding how to behave. If Azerbaijan has the desire to negotiate, it has to by all means respond to the questions. It is due to this kind of uncertainty also that Azerbaijan does not know how to behave in the conflict zone. They used to violate the ceasefire more frequently, the practice now being problematic for Azerbaijan itself,” he said in an interview with the paper.

The analyst added: “When Armenia tried to introduce clarity into the situation – after Pashinyan showed the documents and asked why the mandate had been violated – there wasn’t absolutely any reply. This is why the Minsk Group is trying to find reasonsws behind Artsakh’s non-participations in the talks. The situation now is complicated indeed.”
