Restrictions on media amid state of emergency 'serious test' for official news sources - expert

The state of emergency declared by the Armenian government bans journalists' access to information, obliging official news sources to be on the alert to face the serious test of ensuring accuracy and prompt reporting, according to Aghasi Yenokyan, the head of the civic group Media Defender.

Speaking at a debate aired by ArmNews TV channel on Monday, Yenokyan expressed his deep regret that media outlets are often downgraded to the social media, where users with different backgrounds use the public platform to share views, etc.  

To be media literate and ensure the necessary level of media safety, it is important to simply have that responsibility, the expert said. "Also the authorities need to have the understanding that a state of emergency is a situation uniting all in the face of a jeopardy, and hence the logic prompting a division between 'blacks and whites' is going to be problematic indeed. We could try to unite at least here," Yenokyan added, admitting at the same time the situational change for the media.  

"Journalists will no longer work, i.e. - they will not be in a process of obtaining information as that information will be provided by certain functionaries. That's a serious challenge in that sense that information has to meet two criteria. It must be accurate first of all, as any false reporting is prone to leaking despite the restrictions, with a single piece of misinformation creating a chain of distrust of the entire official information bloc."

As for the second function, prompt, reporting, Yenokyan said he thinks it is within the realm of the curfew service's responsibility. "It is actual especially in the current period of lockdown, as people will be increasingly in search for information, having little contact with one another. Hence it is important to update the official news at very rapid paces," he added.
