168 Zham: Moscow planning financial investments in Karabakh after brokering truce
After brokering the truce between Armenia and Azerbaijan on Nagorno-Karabakh (Artsakh) back in November, Moscow is thought to be pursuing special programs to ‘inoculate’ financial resources into the country’s state budget.
Particularly, large-scale investments are being planned in infrastructure development, education and a range of other sectors, the paper says, citing Moscow-based expert circles.
“There will be roadways, a university, developed infrastructures and, last but not least, more active contacts also with Baku in the future. New borders are now being drawn amid the developing new new situation. [Artsakh capital] Stepanakert will be the center of the Armenian statehood, with Yerevan facing further isolation. Moscow maintains a neutral stance on Yerevan, while the developing perceptions and attitudes to the Armenians of Karabakh are mutually positive. There is a sincere desire to help the enclave in its self-accomplishment efforts, which is to say, Russia is not planning any scenario similar to that of Abkhazia or Crimea at the present stage. It is sincerely [pursuing plans] to eliminate the consequences of the war and to develop the state there. Simply, Russia has always been acceptable on that territory, with most residents being Russian-speaking, which is really pleasant,” an informed source said in an interview with 168.am.
As for the future relations with Arayik Harutyunyan, the president of Nagorno-Karabakh, the media expert said the Russian authorities have not yet adopted an "unequivocal attitude" to him despite his visit to Moscow after the war.
