Zhoghovurd: PACE expert commission to submit conclusion on Armenia's new Electoral Code
A specialized commission of the Council of Europe’s Parliamentary Assembly (PACE) is reportedly going to submit its new report on the Electoral Code of the Republic of Armenia.
Citing its sources, the paper claims that the authorities have now come up with plans to consider the expanded package within just a week’s time to accomplish the process until the June 20 snap parliamentary elections. But they may encounter problems at this point too, should President Armen Sarkissian postpone the procedure of signing it into law or refuse to do so in general.
The paper cites the president’s earlier statement (after the approval of the bill by the National Assembly back on April 1) dismissing any plans to either give his approval or submit an appeal to the Constitutional Court to dispute the legitimacy of the measure. And that virtually means that the president of the National Assembly, Ararat Mirzoyan, is to sign and eventually enact the bill subject to procedures prescribed by the Constitution of Armenia.
The latest parliament-approved reforms eliminated the so-called rating voting system, limiting the choice only to political parties. Hence the new amendments, if approved by the parliament and president, will make certain provisions applicable until the upcoming elections. And that would mean in essence that political parties vying for seats in the National Assembly will need 4% instead of the former 5% of votes to secure their victory in elections. For political alliances, however, the minimum threshold increases from 7% to 9%, says the paper, adding that most of the reforms will be effective starting from January 1, 2022.
