Why did US Secretary of State Hilary Clinton not meet with opposition representatives in Armenia and Azerbaijan during her four-nation trip?

This is perhaps one of the most controversial issues related to her recent trip that kicked up several discussions as she did meet with opposition during her visits to Georgia and Ukraine.

"It should be considered that Georgia and Ukraine, as countries that have very clearly expressed their will and aim to get Euro-Atlantic membership, stand out with their status in the US policy, and therefore, it is natural that the US Secretary of State's meetings [in Georgia and Ukraine] would include a wider spectrum than in those countries where, let me say, do not have deep Euro-Atlantic ambitions. I mean Armenia and Azerbaijan," head of Heritage parliamentary faction Stepan Safaryan told a press conference as he referred to Clinton's visit.

"Armenia has always mentioned that there is no such issue on its agenda as to join NATO or European Union. A few days ago Azerbaijan said the same, therefore Armenia's and Azerbaijan's statuses are quite different for US [in comparison with that of Georgia and Ukraine], and therefore the depth of interests for US would be different. I simply cannot bring another explanation."
