This is not the first time that Azerbaijan has dismissed or rejected something, Armenian Foreign Minister Edward Nalbandyan said at a joint press conference with his Polish counterpart Radoslaw Sikorski today in Yerevan.

"This is not the first time that Azerbaijan has dismissed or rejected something. They were rejecting also the Paris principles which were put on paper in Key West, they were rejecting when the Madrid proposals were made in November in 2007. They are rejecting the OSCE proposal to strengthen the ceasefire and withdraw the snipers [from the contact line]. They reject Armenia's proposal to sign an agreement about non-use of force," said Nalbandyan.

According to him the reality is that when an official proposal was made to Azerbaijan after November 2007, the Madrid document was presented to the parties, to the OSCE General Secretariat in Venice.

"Since then there have been several working proposals based on this very document. One of those documents was presented in December 2007, and Azerbaijan had an illusion that the negotiation process would go on based on that document but with a few reservations," said Nalbandyan.

Further Armenia's FM said that new proposals were made on June 17 during the Saint Petersburg meeting among Armenian, Azerbaijani and Russian presidents and that the key issue to be discussed in a possible meeting to be held in Almaty on July 17 would be whether or not Azerbaijan is ready to continue the talks based on the basis of the proposals made in Saint Petersburg.
