Nagorno Karabakh's voice heard better now, Armenian expert says

At his Aug 5 meeting with journalists, the military expert David Jamalyan said that "summing up the developments since the Deauville meeting, we can state that Baku is devising methods of thwarting the Nagorno-Karabakh peace process."

Commenting on official Baku's recent statements on the proposal for development of a major peace program in place of a framework agreement, the expert pointed out that the Azeri authorities' conflicting actions are not surprising any longer. "On the one hand President Aliyev makes warlike statements to 'nail' Azerbaijan's split society to his clan. On the other hand, he makes use of the frozen conflict to maintain economic stability," Jamalyan said. The past developments suggest that official Baku is not yet willing to settle the Nagorno Karabakh problem. According to him, "using diplomatic manners, official Baku has found a way of protracting the process."

As regards the Armenian side's positions, Jamalyan stressed that official Yerevan and Stepanakert have since the Deauville meeting been more closely cooperating in resolving the Nagorno-Karabakh conflict, and Nagorno Karabakh's voice can now be better heard.
Among the Armenian side's achievement the expert includes specifying official Stepanakert's position and the statement than Nagorno Karabakh will never return to the 1988 status. "International practice lack a precedent when an entity that gained independence agrees to return to its previous status," Jamalyan said.

"Sooner or later, Artsakh will be recognized as an international entity, and it is the Karabakh people's right to have their final say in the conflict settlement. Azerbaijan must realize that there is no bargaining over victory," the expert said.
