Azerbaijan would do well to be first to recognize Nagorno-Karabakh – Raffi Hovanisyan

Chairman of the Armenia-based Heritage party Raffi Hovanisyan, who is participating in the General Assembly of the International Conference of Asian Political Parties (ICAPP) in Baku, Azerbaijan, answered Azerbaijani journalists’ questions.
With respect to the territorial integrity principle, Mr Hovanisyan said: “I think the territorial integrity of all states should be respected, including the territorial integrity of the Nagorno-Karabakh Republic. Azerbaijan is a new state, and I think that in the post-Soviet space it is still under question what is the extent of territorial integrity of the states in the region. I think it is a subject to the peace process, but it is very clear to me that all the new – recognized or not – the Republic of Nagorno-Karabakh has a right of recognition, Azerbaijan would do very well to be the first to recognize it. I understand it is a difficult issue.”

With respect to refugees, the Heritage party leader said that “the refugees of all nationalities are should have the right to return to the ancestral homelands.” This principle refers to Turkey as well. However, securing that return requires “a new environment.” In this context, Mr Hovanisyan stressed the unacceptability of “talking about the neighboring countries in a derogatory way,” especially at the presidential level, as well as of xenophobia.

The Heritage party leader stressed the need for seeking new ways for dialogue.

He also expressed hope to meet with the Armenians still living in Baku and visit the old Armenian church.
