Armenian parliament committee approves amnesty bill in closed-door sitting
The National Assembly’s Standing Committee on State and Legal Affairs approved in a closed door session on Tuesday evening the amnesty bill initiated by the mnister of justice.
The legal document was proposed as a special measure on the occasion of the 2800th anniversary of Yerevan and the 100th jubilee of the First Republic of Armenia.
Acting Minister of Justice Artak Zeynalyan had earlier voiced a strong opposition against a decision to publish the draft law on the parliament’s website, considering the move a strong procedural violation. The Committee’s chairman, Gevorg Kostanyan, also shared a similar position when asked to comment on the issue.
“I don’t have any explanation as to why it is now available on the National Assembly’s website; anyway it isn’t systemically permissible. The publication [of the bill] amounts to numerous problems which shouldn’t normally arise during the debates,” he told journalists.
Speaking to Tert.am, a former minister of justice, Davit Harutyunyan, cited what he called a serious inaccuracy in the document, which he said refers to the jailed members of the Sasna Tsrer group (which kept the petrol police regiment under a fortnight’s occupation in 2016 in an armed standoff in which three police officers were shot tragically to death). Harutyunyuan noted that no verdict is available as yet, with only the compensation of damages being on the agenda.
Kostanyan, however, hesitated to point to any wrong wording in the proposed measure, not ruling out the possibility of changes as a result of debates.
He also refrained from commenting upon Minister Zeynalyan’s statement about the unprecedented nature of the “extensive bill”.
“Only after completing the substantial debates can we speak about the broad or narrow frameworks. So I am not willing to make any comments now. We will have the opportunity to make our evaluations as a result of the first reading,” Kostanyan said.
The bill will be on the agenda of the National Assembly’s October 31 hearing.
