The processes over Nagorno-Karabakh (Artsakh) have not yet reached the necessary level of maturity to allow us to explore, or rely upon, the public sentiments there for reaching a final settlement of the long-running conflict, Armenia’s foreign minister said today.

''We haven’t reached that stage yet, but our society is very developed indeed. So we will definitively see their people expressing will in most different ways soon,'' Zohrab Mnatsakanyan told reporters at the Victory and Peace Day celebrations in Yerevan.

He made the remark when asked to comment upon Prime Minister Nikol Pashinyan’s recent statement that it is “up to the people of Karabakh to decide their own fate.” ''Pashinyan speaks about a principle because in different situations very often, processes were thought to be going on in complete isolation from the people, '' he said without elaborating further.

Asked about the ARF-D’s recently initiated petition for creating a strategic alliance between the two Armenian republics, the minister said it may be part of the efforts towards strengthening the security of Artsakh.  ''Armenia and Artsakh have a clearly developed profound system between each other. Armenia has been and remains the only security guarantor of Karabakh. The security of our 150,000 compatriots is important to us, and we have numerous forms to ensure that function of guarantee. We will replenish and strengthen that function through different tools to make it an ongoing process. As to the ways of doing it, that still needs to be considered. Nothing is ruled out; what matters is doing things in the right way,'' he added.
