Proposed educational reforms ‘potentially lower’ National Academy’s status – NAS president

The president of the National Academy of Sciences (NAS) on Wednesday shared his concerns of a recently initiated bill proposing amendments to the law “On Higher Education and Science”.

Academician Radik Martirosyan called attention to the existing gaps which he said deprive the NAS of specific functions, “reducing its role to just an advisory body”.

″Science is the sphere which requires a certain caretaking attitude on the state level. In countries where they want a development perspective, that caretaking attitude is strong indeed as they provide the necessary means, securing benefits as a result,″ he told reporters.

Meantime, the academician agreed that allocations to science have been always modest in Armenia “which isn’t absolutely a wealthy state”.  

To pave the way to serious scientific endeavors, Martirosyan stressed the need of combining the existing scientific potential. ″While individual [scholars] normally used to be behind specific scientific inventions, serious scientific outcomes today are achieved by joint efforts, involving major organizations,″ he noted.

Martirosyan admitted at the same time the need of a fundamental modernization plan to readjust the NSS to both the organizational and structural staands, assisting in the development of science. “We think the chairmanship needs to be replaced. The NAS president may be appointed by the country’s leader, but [that person must be] one of the few candidates nominated by the Academy’s general assembly. That potentially creates a certain balance, ensuring the institution’s sovereignty while allowing us to resolve problems on the state level,” he added.
