'Phased settlement' of Nagorno-Karabakh conflict must be excluded from OSCE's agenda, retired general warns

Any scenario proposing the so-called phased settlement of the Nagorno-Karabakh (Artsakh) conflict must be excluded from the OSCE's agenda to avoid playing into the hands of the Azerbaijani regime, says Norat Ter-Grigoryants, a retired USSR and Russian lieutenant-general who also served in the Armed Forces of Armenia.

Commenting on Russian Foreign Minister Sergey Lavrov's statement in Moscow, he warned of the imminent threats to Artsakh, particularly attacks by specially trained militants disguising themselves as refugees.

Ter-Grigoryants, who led the General Headquarters of the Armed Forces of Armenia (1992-1995) and also briefly served as an acting minister of defense (1993), predicts high chances of heavy battles by those troops in the liberated regions surrounding Nagorno-Karabakh. Admitting that the militants are highly unlikely to return now, he noted that they nonetheless have high chances to acquire the necessary arms supplies from the "well-known sources" to launch rear attacks against the Nagorno-Karabakh military.  

"It will be necessary, at the same time. to bring the Karabakh troops from the frontline to the rear to face those 'phased militants' in [a fight similar to] the 'Battle of Kulikovo; there will be total exterminations, massive beheadings on both sides. The Armed Forces of Azerbaijan Republic have internalized all that studying the example of the 1915-1923 Armenian Genocide [perpetrated by] the Turks and Kurds," he said in written comments to Tert.am.

Predicting a realistic scenario of an inevitable calamity (in case of a "phased settlement"), Ter-Grigoryants added that he discussed the issue also with the former authorities of Armenia.
