Azerbaijan ‘ready to discuss’ Armenians’ return to Karabakh
Baku does not rule out the possibility of the recently displaced Armenians’ return to their original places of residence in Nagorno-Karabakh (Artsakh), according to Rovshan Rzayev, the president of a commission responsible for the affairs of displaced persons.
"Our country repeatedly confirmed, on the highest level, its willingness to integrate the Armenian population of the former NKAO [Nagorno-Karabakh Autonomous Region] into the territory of Azerbaijan. But the right to reside on those territories should not be replaced with the right to alienating them,” he said in an interview with the Russian Izvestia.
“They can live with us in Azerbaijan as citizens of our country – as they did before the conflict,” the Azerbaijani official added.
Asked whether there are security guarantees for the Armenians wishing to return to the regions currently under Azerbaijani control, Rzaev cited their constitution and laws as "state-level guarantors for all the people residing in Azerbaijan".
“And the guarantor of all this is our country’s president, Ilham Aliyev,” he added.
Under the November 9 Moscow-brokered truce – signed between the Armenian and Azerbaijani leaders (for deploying Russian peacekeeping troops in Nagorno-Karabakh) – the seven surrounding regions together with Shushi and Hardrut (except one village), as well as rural communities from the Askeran and Martuni regions, and the villages of Talish and Mataghis (Martakert region) passed under Azerbaijani control.
