RA Minister of Education, Science, Culture and Sports Zhanna Andreasyan met with members of the "Scientific" initiative. Proposals and observations on the new Law on Higher Education and Science were discussed during the meeting.
Sargis Hayryan, Chairman of the Higher Education and Science Committee, also took part in the meeting.
The Minister of Education and the Minister of Education, emphasizing that joint discussions and the participatory process will help to clarify the formulations of the law on the first reading of the National Assembly by implementing necessary amendments.
He stressed the importance of reforms, noting that all observations are discussed. At the same time, the proposed solutions must be clear and targeted.
Representatives of the "Scientific" initiative presented their proposals and observations on the "High Education and Science" draft law.
In particular, issues related to the types of scientific organizations enshrined in the draft law, scientific activities and research were discussed. In the context of strengthening the research component in the process of organizing higher education, they also touched upon the university of academic institutions and universities.
According to the Minister of Education, higher education and science cannot develop separately. Science should include not only the university system, but also scientific institutions and centers, whose activities are aimed at solving specific problems. According to him, it is possible to have a common strategy and concept of science development, which will include various scientific research, fundamental, applied, experimental, etc. It was noted that there are certain uncertainties in experimental development, and it is necessary to clarify the powers of various departments. At the same time, the importance of the effective activity of the responsible body coordinating the scientific policy and the direction of development was emphasized.
"Science should be considered as a complete process where research, testing and applied development are interconnected. Scientific activity cannot be isolated or divided into separate parts. The creation of knowledge and its use should be a constant process where research, testing and innovations are supplemented, "said Zhanna Andreasyan.
The issues of improving the sectoral policy, in particular, the issues of the implementation of research programs, the implementation of research programs, scientific activities and continuing researchers in cooperation with the private sector were highlighted.
In this context, the need to clarify the concepts and terminology of scientific and engineering activity was also discussed, with the aim of creating an effective economic and scientific development system. The importance of reforming scientific organizations and the measurement of scientific activity was also mentioned, emphasizing that the emphasis should be put not on the number of articles, but on the quality of research and practical results. In this regard, the flexibility of the legislation is important, which will open new development opportunities for scientific organizations.
A number of other issues related to the project and sectoral development were also discussed at the meeting.
