Cases of illegal expropriation of 21 plots of land by the former head of Abovyan community were revealed. 49 million AMD was recovered from the damage caused to the community

According to the preliminary investigation conducted by the RA Anticorruption Committee, it was found that in 2015-2021 During this period, the person holding the position of head of the Abovyan community, ignoring the legal acts defined by the law, using his official position contrary to the interests of the service, expropriated various natural and legal entities through formal auctions and direct sales, a number of land plots not subject to expropriation, located in the restriction zone provided by Article 60 of the RA Land Code, which, according to the master plan of the Abovyan city community, were green spaces for general use. As a result of the mentioned illegal actions, significant damage was caused to the Abovyan community, carelessly causing serious consequences. This was reported by the anti-corruption committee.

In addition, the head of the above-mentioned community and the employee of the community hall have drawn up and put into circulation false records in connection with the auctions of plots of land located at a number of addresses in Abovyan city, in which they have introduced untrue information about the fact that auctions were held, in which a number of people participated, while in reality the auctions were not held in the prescribed order, and in the auction cases, the bids filled in with the name of the participant other than the winner did not correspond to reality, and the auction was also falsified. signatures of the applicants regarding participation, and the "participant" who was not recognized as the winner in the auction case did not participate in the auction.

For the crimes mentioned above, the former head of the Abovyan community was charged with part 2 of article 308 (21 episodes), part 1 of article 314 (6 episodes) and part 1 of article 196 (2 episodes) of the former Criminal Code of the Republic of Armenia, and the employee of the municipality who assisted him with part 2 of article 38-308 of the same code (6 paragraph), with part 1 of Article 314 (6 paragraph) and with part 1 of Article 38-196 (2 paragraph).

AMD 49,178,000 was recovered from the damage caused to the community during the preliminary investigation.

The preliminary investigation in the criminal proceedings has been completed, and the materials of the proceedings have been sent to the RA Anti-Corruption Court with an indictment.
