The peculiarities of Rubio’s visit. International affairs expert Suren Sargsyan wrote about this:

1. First, this visit will become the first visit by a U.S. Secretary of State to Armenia since Hillary Clinton’s 2014 visit.
2. This appears to be a short, overnight-free ‘transit’ visit. The Secretary of State is returning from India and, following the example of Donald Rumsfeld’s 1999 visit, will spend several hours in Yerevan. At that time, Secretary of Defense Donald Rumsfeld met with Defense Minister Serzh Sargsyan and then with President Robert Kocharyan at the presidential residence, and was satisfied with both negotiations.
3. Rubio will meet his Armenian counterpart at the airport for 30 minutes, then sign a memorandum of understanding, and afterward may possibly meet with the Prime Minister at the government building. If such a meeting does not take place, that will certainly be a significant circumstance.
4. The American agenda in the South Caucasus has two main priorities: implementing the TRIPP project and tightening the ring around Iran. Incidentally, TRIPP is also viewed within the context of policy toward Iran.
5. In my opinion, Rubio’s decision not to visit Baku is not accidental from this perspective. TRIPP passes through Armenian territory and largely has the character of an Armenian-American project. The Americans are already familiar with Azerbaijan’s position regarding both TRIPP and Iran, so there is almost no need for additional clarification. Therefore, I believe the main focus of the negotiations may center on developments surrounding Iran and the future of TRIPP.
6. I am sure many are also interested in whether Rubio will directly support the current authorities ahead of the elections. I consider this possible, but one of the busiest people in the world certainly would not visit Yerevan solely for that purpose. Another matter is that the authorities will use this visit for PR purposes, even if Rubio makes no public statements.
7. More globally, the United States in Armenia will naturally support any force that advances American interests in the South Caucasus, regardless of which force it is.
8. I hope that Armenia’s authorities will not become involved in any anti-Iranian adventure, because even after becoming involved, the Trump administration itself has not found an ‘exit strategy’ appropriate to the situation, he wrote.
